Confronted with a $12 million budget shortfall in 1982, the University implemented across-the-board cuts of 10 percent. Selected units were reviewed for more severe reductions, among them the School of Education.

Although the School had already developed a series of plans to become smaller, the Regents recommended a 40 percent budget reduction. The Bureau of School Services was made self-supporting, and physical education was transferred out of the School.

Dean Stark returned to teaching in 1983, and Carl F. Berger took over the job of leading the School through the post-budget cut period. A Transition Team, consisting of School of Education faculty, was formed to determine exactly how the 40 percent budget reduction would be implemented.

The new, "slimmer, trimmer" School of Education emerged with a renewed emphasis on applied research and new programs exploring the use of technology in education.
